- Records enter through constrained intake
- Archive remains encrypted at rest
- No autonomous escalation paths exist
- Export requires explicit human authority
- Correlation operates at artifact level
- No identity layer is embedded

Architectural Refusals
The system architecture does not:
- Contain an alerting subsystem
- Contain a scoring engine
- Contain automated routing
- Contain behavioral analytics
- Contain persistent identity resolution
